Joint Council Goals

Promote the unique role of county special services school districts as providers of highly specialized placements for students with severe and multiple disabilities and cost-effective shared services for local districts.

Continue to educate Department of Education leadership about the role of CSSSDs in providing cost-effective shared services to local districts as well as direct placements for students with severe disabilities

Seek involvement in DOE efforts to reduce/streamline out of district placements for students with severe disabilities

Inform legislators and other policymakers about the special role of the CSSSDs in providing direct placements and cost-effective shared services

Seek introduction and hearings of Joint Council legislative proposal to enhance county-level coordination of special education and expand shared services

Invite DOE officials and state policy makers to visit CSSSDs to see students and special classes in action.

Promote local partnerships that enable CSSSDs to provide specialized services to students in a local district setting.

Enlist district parents to be available to testify and/or write letters to support CSSSDs as the best placement/LRE for their child.

Update Joint Council website on a regular basis, and promote it widely.

Complete Joint Council booklet and disseminate to State Board of Education, DOE leadership and staff, legislators and staff, county officials, local school districts, and others.

Monitor activities of the Legislature, State Board and Department of Education, USDOE, and Congress to ensure that interests of CSSSDs are considered

Represent Joint Council at meetings of State Board and Education Committees of the Legislature

Prepare testimony for/against pertinent legislation and code

Identify and track pertinent legislation/regulations

Seek opportunities for CSSD superintendents to interact with State Board members and local/key legislators

Monitor IDEA reauthorization, and communicate Joint Council position/concerns to Congressional representatives and national associations

Evaluate membership in Association of Educational Service Agencies as source of information/representation on national level

Monitor implementation of state and federal laws, regulations, and practices to ensure facilitation of CSSSD services

Monitor implementation of Alternate Proficiency Assessment (APA)

Monitor implementation of federal No Child Left Behind

Participate in DOE committee on APA

Participate in Commissioner’s Special Education Advisory Committee

Monitor implementation of revised teacher certification code for impact on special education teachers

Assure adequate state, county and local support for CSSSDs/programs

Monitor development of revisions to state CEIFA Law to ensure adequate support for special education/CSSSDs

Monitor implementation of EFCFA

Advocate for increased state funding for students with severe disabilities

Seek funding for assistive technology for students with severe disabilities

Provide opportunities for Joint Council members to share information and learn from each other

Time will be allotted at certain meetings for in-depth discussion of issues and programs

Curriculum directors, business administrators, and shared services directors will meet together periodically to discuss issues of mutual interest.

Enhance communication with other education groups

Meet with Council of County Vocational-Technical Schools on common issues/concerns

Communicate with NJSBA on key issues pertaining to CSSSDs

Meet occasionally with Educational Services Commission directors to discuss issues of mutual interest and concern.

Create new opportunities for CSSSDs to provide services to local school districts.

Develop capacity of Joint Council member districts to provide professional development services to local school districts using their existing expertise and resources

Shared services directors will meet together periodically for information sharing and the development of new opportunities
